В конце 2023 года число внутренних переселенцев в мире находилось на беспрецедентном уровне – 75,9 миллиона человек. Об этом говорится в опубликованном во вторник отчете Центра мониторинга внутренних перемещений Международной организации по миграции (МОМ).
В том же 2023 году было зарегистрировано почти 47 миллионов новых внутренних перемещений, что подчеркивает настоятельную необходимость защиты внутренне перемещенных лиц и предотвращения будущих массовых исходов населения.
«Этот доклад – суровое напоминание о необходимости срочного и скоординированного расширения мер по снижению риска бедствий, поддержки миростроительства, обеспечения защиты прав человека и, по возможности, предотвращения перемещений до того, как они происходят», – подчеркнул заместитель Генерального директора Международной организации по миграции Угочи Дэниелс.
Глобальный доклад показывает, что к перемещению 20,5 миллиона человек в прошлом году привели вооруженные конфликты и насилие. Из этого числа почти 30 процентов пришлось на Судан и 17 процентов – на сектор Газа.
К исходу миллионов людей ежегодно приводят также стихийные бедствия. В 2023 году циклон Фредди на юго-востоке Африки, землетрясения в Турции и Сирии и циклон Мокка в Индийском океане привели к перемещению 26,4 миллиона человек, что составило 56 процентов от общего числа новых внутренних перемещений. Число перемещений, вызванных стихийными бедствиями, возросло в странах с высоким уровнем дохода, примером чего может служить Канада, где беспрецедентный сезон лесных пожаров привел к исходу 185 тысяч человек.
В ближайшие годы ожидается увеличение числа людей, перемещенных в результате стихийных бедствий, поскольку частота, продолжительность и интенсивность природных угроз в контексте изменения климата становятся все более серьезными. «Мы уже наблюдаем новые трагедии – в Бразилии и Кении», – отметили в МОМ.
Международное сообщество нуждается в более точных данных для понимания, предотвращения, регулирования и решения проблем внутреннего перемещения в условиях конфликтов и бедствий, указывают авторы доклада.
