The UN Security Council Says It’s Time for a Gaza Ceasefire During Ramadan!

Генсек ООН Антониу Гутерриш приветствовал принятие документа, заявив, что долгожданная резолюция должна выполняться. 

В принятой резолюции Совет Безопасности ООН требует «немедленного прекращения огня на месяц Рамадан, соблюдаемого всеми сторонами, что приведет к постоянному устойчивому прекращению огня».

Он также требует «немедленного и безоговорочного освобождения всех заложников, а также обеспечения гуманитарного доступа для удовлетворения их медицинских и других гуманитарных потребностей» и «соблюдения сторонами своих обязательств по международному праву в отношении всех лиц, которых они удерживают»

Совет Безопасности подчеркивает «настоятельную необходимость» расширения потока гуманитарной помощи и усиления защиты гражданского населения во всем секторе Газа.

В принятом документе члены Совбеза вновь призвали устранить все препятствия на пути оказания гуманитарной помощи в соответствии с международным гуманитарным правом, а также резолюциями 2712 (2023) и 2720 (2023).

Резолюция была подготовлена делегациями Алжира, Гайаны, Мальты, Мозамбика, Республики Корея, Сьерра-Леоне, Словении, Швейцарии, Эквадора и Японии.

Постоянный представитель России при ООН Василий Небензя заявил, что словосочетание «постоянное прекращение огня» в первом абзаце более ранней версии проекта резолюции было заменено на более слабые формулировки, что, по его словам, является «неприемлемым».

По словам Небензи, делегации получили инструкции по голосованию по тексту, который содержал бы слово «постоянный», а без этого резолюция может рассматриваться как разрешение Израилю продолжать военную операцию. В связи с этим российская делегация предложила поправку о возвращении слова «постоянный» в проект. Однако, поправка не прошла, и в тексте принятой резолюции содержится призыв к «немедленному прекращению огня на время месяца Рамадан».
