UN Assembly Shoots the Breeze About Russia’s Veto on Extending North Korea Sanctions Experts’ Gig

Генеральная Ассамблея ООН в четверг провела заседание для рассмотрения недавнего случая применения Российской Федерацией права вето в Совете Безопасности. 28 марта Россия заблокировала продление мандата Группы экспертов, оказывающих помощь в работе Комитета по санкциям в отношении Корейской Народно-Демократической Республики (КНДР).

Это уже третий раз в этом году, когда делегаты Генассамблеи собираются для рассмотрения вопроса о применении права вето постоянными членами Совета Безопасности – Китаем, Францией, Россией, Великобританией и Соединенными Штатами.

Санкции в отношении КНДР включают эмбарго на поставки оружия и меры по предотвращению распространения ядерных и баллистических ракет и развития других программ, связанных с оружием массового поражения. В конце марта Россия проголосовала против предложенного США проекта резолюции о продлении мандата Группы экспертов, которая поддерживает Комитет Совбеза ООН по данным санкциям.

В начале заседания председатель ГА Деннис Фрэнсис заявил дипломатам, что многократное использование права вето подрывает международный мир и безопасность.

По его словам, перспектива ядерного конфликта должна подтолкнуть международное сообщество к действиям. Фрэнсис напомнил о своем визите в октябре в демилитаризованную зону между Республикой Корея и КНДР, известными как Южная и Северная Корея соответственно, подчеркнув, что ситуация там остается напряженной.

РФ предложит новый проект резолюции

В своем выступлении перед Генеральной Ассамблеей Постоянный представитель России при ООН Василий Небензя заявил, что у Группы экспертов «не было ни ресурсов, ни желания осуществлять предметный анализ накопившихся проблем».

«Ее работа стала сводиться к подыгрыванию западным подходам, перепечатыванию ангажированной информации, анализу газетных заголовков и использованию низкокачественных спутниковых снимков», – объяснил он. Кроме того, по словам дипломата, «санкции влекут за собой острые гуманитарные последствия, которые лежат тяжким бременем на северокорейском населении».

Небензя сообщил, что Россия планирует в ближайшее время предложить на рассмотрение Совета Безопасности проект резолюции, «который бы предусматривал годичное продление мандата Группы при четкой фиксации императива принятия СБ решения об актуализации параметров северокорейского санкционного режима».

КНДР осуждает двойные стандарты

Представитель КНДР Ким Сон заявил, что ядерное оружие имеется во многих странах, в том числе в США, но с санкциями сталкивается лишь его страна.  

По его словам, существуют двойные стандарты по поводу права государств на самозащиту, а санкции Совета являются результатом политики США, которая препятствует суверенитету, развитию и самому существование КНДР.

«Сегодняшняя встреча – это не просто собрание, чтобы услышать об осуществлении права вето, – сказал дипломат. – Скорее, это важный повод для того, чтобы определить, оставим ли мы Совет Безопасности в качестве инструмента Соединенных Штатов… или же мы создадим Совет для обеспечения справедливости и беспристрастности и выполнения его функций в соответствии с требованиями международного сообщества».
