Helping Kharkiv Rise: A Memo on Rebuilding Together

Документ подписали мэр Харькова Игорь Терехов и Постоянный представитель ПРООН в Украине Яко Силье. Соглашение создает рамки для углубления сотрудничества между ПРООН в Украине и городскими властями Харькова для реализации совместных проектов, направленных на немедленное реагирование на кризис и восстановление, а затем на устойчивое, инклюзивное и «зеленое» развитие. 

Меморандум знаменует собой значительный шаг вперед в совместных усилиях Харькова и ПРООН по повышению устойчивости города и прокладыванию пути к развитию. Такое сотрудничество включает в себя поддержку частного сектора, защиту окружающей среды, а также помощь внутренним переселенцам и социально незащищенным слоям населения. 

Стороны обязуются работать над обеспечением безопасного доступа в районы, затронутые войной, повышать энергоэффективность и поощрять использование возобновляемых источников энергии.

Кроме того, ПРООН и власти Харькова будут вместе оценивать ущерб, причиненный военными действиями, а также разрабатывать программы по реагированию на чрезвычайные ситуации, связанные с повреждением инфраструктуры. Стороны намерены привлекать средства на реализацию программ в энергетическом секторе и укреплять в целом экономику города.

В ходе церемонии мэр Харькова Игорь Терехов выразил ПРООН благодарность за помощь с разбором завалов, демонтажом поврежденных зданий и восстановлением жилья для харьковчан. Он подчеркнул необходимость привлечения дополнительных ресурсов для стабилизации ситуации с электроснабжением города.

«Спасибо за проделанную работу, – сказал Терехов. – Вы видели, насколько разрушены наше жилье и инфраструктура, и, наверное, понимаете, что ни один город в мире не смог бы справиться с этим в одиночку. […] В частности, после недавних обстрелов электростанции и подстанций в регионе для нас особенно важно нормализовать работу энергосистемы. И у нас уже есть совместный опыт реализации подобных проектов, например, при установке солнечной электростанции в одной из больниц Харькова».

Глава представительства ПРООН в Украине заявил о том, что организация намерена и дальше оказывать Харькову содействие в усилиях по восстановлению энергоснабжения и поврежденных объектов инфраструктуры. «Мы ищем пути помочь Харькову с энергоснабжением, – сказал Силье. – Сегодня утром у нас была возможность посетить множество жилых домов, которые были сильно повреждены или даже полностью разрушены. И мы стремимся наиболее безопасным способом поддержать город в этой чрезвычайной ситуации, а затем начать его реконструкцию».
