The World Owes a Whopping $313 Trillion in State Debt!

Все в большем числе стран кризисы сводят на нет достижения в области развития, а платежи по обслуживанию долга препятствуют важным социальным расходам и инвестициям в развитие. Об этом заявил Генеральный секретарь ООН Антониу Гутерриш, выступая на форуме Экономического и Социального Совета ООН (ЭКОСОС) по финансированию деятельности в целях развития.

Он отметил исключительно важное значение инвестиций в развитие и подчеркнул нестабильную ситуацию, с которой сталкиваются многие развивающиеся страны из-за недостаточного финансирования. По словам Гутерриша, пробелы в финансировании приводят к усугублению бедности, неравенства, последствий изменения климата, сбоям в предосталвении социальных услуг и разрушению инфраструктуры.

Глава ООН заявил о необходимости преодоления дефицита финансирования усилий по достижению Целей в области устойчивого развития (ЦУР), который оценивается в 4 триллиона долларов в год. Гутерриш призвал развитые страны к действиям по выполнению своих обязательств, увеличению инвестиций и облегчению долгового кризиса с помощью инновационных механизмов финансирования и более эффективных методов урегулирования задолженностей. 

Он также подчеркнул, что развивающиеся страны должны иметь возможность более активно участвовать в глобальных процессах принятия решений. По мнению главы ООН, экономическая и финансовая системы должны стать более инклюзивными и устойчивыми.

«Нам нужен всплеск инвестиций, чтобы восполнить дефицит финансирования и дать развивающимся странам шанс построить лучшую жизнь для своих граждан», – сказал Гутерриш.

В свою очередь, председатель Генеральной Ассамблеи ООН Деннис Фрэнсис заявил участникам форума о том, что финансирование развития необходимо как никогда, особенно для стран Глобального Юга.

Он привел данные о том, что в 2023 году мировой государственный долг достиг «ошеломляющих» 313 триллионов долларов. При этом в последнее десятилетие долг в развивающихся странах рос быстрее, чем в развитых.

По словам председателя Генассамблеи, более 100 стран вынуждены делать выбор между выплатами по своим задолженностям и инвестициями в развитие. Без срочных реформ и изменения несправедливых правил развивающиеся страны навсегда останутся в «долговой ловушке», подчеркнул Фрэнсис.
