Повреждение газопроводов «Северный поток» и «Северный поток-2» в сентябре 2022 года подчеркивает уязвимость критически важной коммерческой и энергетической инфраструктуры. «Любое преднамеренное повреждение критически важной гражданской инфраструктуры вызывает серьезную обеспокоенность и должно быть осуждено и расследовано», – подчеркнул Енча. Вокруг инцидентов сложилась напряженная ситуация, высказываются разные гипотезы, отметил он.
По словам помощника главы ООН, несмотря на закрытие нескольких расследований на уровне стран, Российская Федерация призвала к дальнейшим действиям со стороны международного сообщества. «Организация Объединенных Наций не располагает какими-либо дополнительными подробностями событий и не в состоянии проверить или подтвердить заявления или сообщения, сделанные в связи с этими инцидентами», – добавил Енча.
По его словам, в феврале 2023 года Программа ООН по окружающей среде оценила вероятный масштаб общих утечек метана в результате повреждений газопроводов – от 75 тысяч до 230 тысяч метрических тонн. Уровень воздействия инцидентов на окружающую среду, в том числе на морскую природу, еще предстоит оценить.
Помощник Генсека ООН призвал стороны проявлять сдержанность в ходе продолжающихся расследований, а также призвал к сотрудничеству и обмену информацией между государствами-членами в целях обеспечения безопасности международных вод, в частности Балтийского моря.
