A Paradigm Shift Needed for Gaza Population, Says Sigrid Kaag at the Security Council

Старший координатор ООН по гуманитарным вопросам и восстановлению в Газе Сигрид Кааг в ходе брифинга в Совете Безопасности сообщила о своих усилиях по обеспечению более оперативной и последовательной доставки и последующего эффективного распределения помощи в секторе. 

После того, как 5 апреля правительство Израиля взяло на себя обязательства по улучшению гуманитарной ситуации в анклаве, был реализован ряд мер, в том числе возобновление работы некоторых пекарен в северной и центральной части Газы, отметила Кааг. Однако многое еще не было сделано, и ООН находится в контакте с правительством Израиля по вопросам дальнейших усилий. В частности, необходимы соглашения о медицинской эвакуации пострадавших и ремонт дорог для проезда гуманитарных автоколонн.

Кааг поделилась новой информацией о диверсификации маршрутов поставок в соответствии с резолюцией 2720 (2023) Совета Безопасности, в том числе о запуске сухопутного коридора через Иорданию и о работе морского коридора из Кипра. В ближайшие дни начнется ввод в действие Механизма ООН 2720 для сектора Газа, сказала Старший координатор. Механизм призван систематизировать и отслеживать поставки в Газу, а также поддерживать работу всех гуманитарных организаций на местах.

«Не менее важно создание благоприятных условий для восстановления коммерческого сектора в Газе и вовлечение палестинского бизнес-сообщества и его инвесторов», – подчеркнула Кааг.

Она также предупредила о том, что, если будет реализован израильский план военной операции в Рафахе, гуманитарная катастрофа только усугубится.

Кааг заявила о необходимости «смены парадигмы». Для этого требуется дальнейшее улучшение качества и увеличение масштабов помощи, меры по обеспечению ее безопасного, надежного и беспрепятственного распределения внутри Газы, а также подготовка к скорейшему восстановлению и реконструкции.

«Наш долг также – выступать за прочный мир между Израилем и полностью независимым, жизнеспособным и суверенным палестинским государством», – подчеркнула она.
