Russian Veto Blocks Help for North Korea Sanctions Team, UN Security Council Reveals

Выступая перед голосованием, Постоянный представитель России при ООН Василий Небензя обвинил коалицию западных стран во главе с США «в беспрецедентной политике по удушению Пхеньяна». По его словам, она включает в себя жесткие односторонние ограничения, агрессивную пропаганду и прямые личные угрозы в адрес властей КНДР. 

После голосования заместитель постоянного представителя США при Организации Объединенных Наций Роберт Вуд подчеркнул, что сегодняшнее голосование позволит КНДР действовать в условиях еще большей безнаказанности. «КНДР ставит под угрозу глобальную безопасность из-за разработки баллистических ракет дальнего радиуса действия и своих усилий по обходу санкций», – добавил он.

Постоянный представитель Республики Корея при Организации Объединенных Наций Хван Джун Кук выразил обеспокоенность тем, что «Пхеньян открыто пренебрегает решениями Совета Безопасности и проводит все более опасную и агрессивную ядерную политику, в частности, против Республики Корея». «На данный момент Россия, похоже, больше заинтересована в том, чтобы поощрить КНДР за предоставление боеприпасов и баллистических ракет для ведения войны в Украине», – отметил он. 

Заместитель постоянного представителя Китая при ООН Гэн Шуан констатировал, что ситуация на Корейском полуострове характеризуется сохраняющейся напряженностью и растущей конфронтацией, что не отвечает ничьим интересам. Китай, продолжил дипломат, не заинтересован в этом, однако, по его словам, санкции и растущее давление на Пхеньян не помогут разрядить обстановку, а только еще больше обострят ее. 

В состав Комитета по санкциям входят все 15 членов Совета Безопасности, и Комитет принимает решения на основе консенсуса. В настоящее время Председателем Комитета на период, заканчивающийся 31 декабря 2024 года, является Паскаль Кристин Берисвиль из Швейцарии. Двумя заместителями Председателя в 2024 году являются Япония и Республика Корея. 

Поддержку работе Комитета оказывала Группа экспертов, созданная во исполнение резолюции 1874, принятой в 2009 году. Теперь мандат Группы не будет продлен. 

Выступая после заседания Совета Безопасности, Постоянный представитель Швейцарии Паскаль Бэрисвиль отметила, что «из-за применения Россией вето Группа не сможет продолжить свою важную работу, в том числе документировать нарушения санкционного режима [КНДР]».
