Военная операция Израиля в Рафахе «может привести к резне» и подорвать гуманитарную работу по спасению жизни людей во всем секторе Газа. Об этом предупредило в пятницу Управление ООН по координации гуманитарных вопросов (УКГВ).
«Любая наземная операция будет означать новые страдания и смерть» для 1,2 миллиона перемещенных палестинцев, укрывающихся в самом южном городе сектора и вокруг него, заявил журналистам в Женеве представитель УКГВ Йенс Лаерке.
«Пластырь» не спасет
Всемирная организация здравоохранения ООН (ВОЗ), в свою очередь, заявила, что на случай полномасштабного военного вторжения были разработаны конкретные планы гуманитарных действий, но этих мер будет недостаточно, чтобы предотвратить усугубление гуманитарной катастрофы в Газе.
«Все эти планы на случай непредвиденных обстоятельств представляют собой что-то вроде пластыря, который мы собираемся приложить к огромной ране. Они не смогут предотвратить ожидаемую дополнительную смертность и рост заболеваемости», – заявил д-р Рик Пиперкорн, представитель ВОЗ на оккупированной палестинской территории.
Выступая по видеосвязи из Иерусалима, Пиперкорн предупредил, что военная операция вызовет новую волну перемещений, увеличит перенаселенность, сократит доступ к основным продуктам питания, воде и услугам санитарии, а также увеличит количество вспышек заболеваний.
«Предельно ослабевшая система здравоохранения Газы не сможет противостоять потенциальному масштабу трагедии, которую вызовет вторжение», – подчеркнул д-р Пиперкорн.
Ухудшение ситуации с безопасностью может также серьезно затруднить доставку продовольствия, воды и медикаментов в Газу через пограничные пункты, отметил представитель ВОЗ.
По данным агентства здравоохранения ООН, после почти семи месяцев интенсивных израильских бомбардировок, вызванных нападением ХАМАС на юг Израиля 7 октября, «частично функционируют» только 12 из 36 больниц в Газе и 22 из 88 учреждений первичной медико-санитарной помощи.
Диализ под угрозой
В число все еще работающих медучреждений входит больница «Наджар» в Рафахе, в которой сотни людей проходят лечение диализом, пояснил д-р Ахмед Дахир, руководитель группы ВОЗ в Газе: «Если произойдет новая военная операция, в результате которой население и пациенты не смогут попасть в эту больницу, ситуация обернется катастрофой».
Несмотря на «небольшое улучшение» в плане доступности и разнообразия продуктов питания в Газе в последние недели, д-р Пиперкорн отверг любые предположения о том, что нависшая угроза острого недоедания отступила для наиболее уязвимых слоев населения анклава. По имеющимся данным, от болезней, связанных с недоеданием, в Газе умерли уже 30 детей.
