Сегодня Комитет ООН по правам ребенка завершил рассмотрение периодического доклада Грузии. Эксперты приветствовали принятие Кодекса прав ребенка и подняли вопросы о мерах по борьбе с сексуальным насилием в отношении детей и детскими браками.
Один из экспертов Комитета заявил, что распространенность сексуального насилия в отношении детей вызывает обеспокоенность. Он призвал грузинское правительство укрепить защиту детей, а также увеличить число социальных работников.
Другой эксперт Комитета поинтересовался, каким образом государство-участник борется с принудительными браками и похищением девочек.
Представляя доклад, советник премьер-министра Грузии по правам человека и глава делегации Нико Татулашвили сообщил, что в 2019 году парламент Грузии принял Кодекс прав ребенка, в соответствии с которым прямо запрещены все формы насилия, включая телесные наказания. По его словам, был разработан национальный план сбора и анализа данных, а оценка воздействия законодательства и политики на права ребенка стала обязательной. Представитель правительства добавил, что за соблюдением Кодекса следит Постоянный парламентский совет по делам детей.
Говоря о мерах по борьбе с сексуальным насилием в отношении детей, он отметил, что в Законе о борьбе с сексуальными преступлениями создан реестр осужденных. Кроме того, правительство постоянно проводит информационно-разъяснительные кампании по предотвращению сексуального насилия.
В 2022 году после специальной подготовки прокуроров, занимающихся делами о сексуальном насилии, количество уголовных дел по таким делам увеличилось на 86 процентов.
Наряду с этим власти внедряют различные инициативы, направленные на решение проблемы нехватки социальных работников, а заработная плата этой категории госслужащих с 2020 года была увеличена в два раза.
Члены делегации Грузии отметили, в стране принимаются строгие меры по предотвращению детских браков. Лиц, способствовавших заключению таких брачных союзов, наказывают лишением свободы на срок от двух до четырех лет.
За отчетный период МВД расследовало около 700 дел, связанных с детскими браками, и более 500 человек были осуждены. Развернутая государством кампания по искоренению детских браков охватила более двух миллионов человек.
Комитет по правам ребенка (КПР) состоит из 18 независимых экспертов, осуществляющих мониторинг выполнения государствами-участниками Конвенции о правах ребенка. Он также осуществляет мониторинг соблюдения Факультативных протоколов к Конвенции, касающихся участия детей в вооруженных конфликтах и торговли детьми, детской проституции и детской порнографии.
