An Interview with the GA Chair: Sustainable Development Chat & Future Outlook

Эти страны оказываются в долговой ловушке, из которой они не могут выбраться, потому что им приходится выплачивать взятые кредиты, а это создает кризис развития. Это одна из причин, почему на глобальном Юге продолжают голодать около 860 миллионов человек. Примерно столько же людей на глобальном Юге живут в крайней нищете. Чтобы это произошло, необходимо пересмотреть условия, на которых предоставляются кредиты. Процентные ставки, как правило, безжалостно высоки, и это, конечно, создает бремя для уязвимых стран. Это наименее развитые и развивающиеся страны, государства, не имеющие выхода к морю, и малые островные государства. Они находятся в ловушке, потому что им приходится выплачивать долги. Если вы не погасите долг, никто потом не одолжит вам денег. Ни один банк не даст вам денег в долг, если вы не будете соблюдать график выплат по долгам. Поэтому они вынуждены погашать долги, но при этом у них не остается денег на финансирование таких вещей, как образование и здравоохранение. И, конечно, это само по себе создает дополнительную бедность.
МФ: Тут мы подходим ко второй области, на которой сосредоточено внимание в рамках Недели устойчивого развития. Речь идет об инфраструктуре.
ДФ: Инфраструктура имеет решающее значение для развития. Мы склонны воспринимать ее как нечто само собой разумеющееся, но подумайте, например, о последствиях аварии в Балтиморе. Порт Балтимора обрабатывает множество экспортных и импортных грузов, ввозимых в Соединенные Штаты и вывозимых из них. Последствия затронут всю американскую экономику. Всего один мост имеет огромное значение.
Инфраструктура чрезвычайно важна для устойчивого развития. Она меняет правила игры. Давайте вспомним дискуссию, которая велась четыре-пять лет назад на тему инфраструктуры Америки. По мнению экспертов, она устарела и нуждается в обновлении. Инфраструктура соединяет людей. Рынки не существуют сами по себе. Они являются рынками только в том случае, если люди могут до них добраться.
Необходима инфраструктура, способная противостоять стрессовым воздействиям экстремальных климатических явлений. В будущем экономика будет восстанавливаться гораздо быстрее после, скажем, ураганов и торнадо. Сегодня утром в новостях показывали землетрясение на Тайване. Там было здание, которое буквально лежало на боку. Именно в таких случаях устойчивая инфраструктура приобретает важное значение.
МФ: Говоря о климатических и погодных потрясениях, нельзя не упомянуть о переходе к устойчивой энергии.
ДФ: Энергетика – один из пяти секторов, которые будут представлены на Неделе устойчивого развития. Как вы знаете, у нас есть ЦУР номер семь, которая конкретно касается необходимости обеспечения доступа людей к чистой и доступной энергии. Такой переход чрезвычайно важен в связи с изменением климата. Мы знаем, что декарбонизация абсолютно необходима.
Как вы заметили, что я ношу значок с надписью «1,5 градуса». Это пороговое значение. Все международное сообщество одобрило этот порог на конференции по климату в 2015 году, и развивающиеся страны его придерживаются. Если глобальная температура поднимется выше этого порога в 1,5 градуса к 2050 году, то последствия для уязвимых стран будут совершенно катастрофическими. На самом деле мы уже начали видеть некоторые из таких проявлений. Повышение уровня моря грозит затоплением некоторых низко лежащих атоллов в Тихом океане. Устойчивость, которая придет с переходом на «зеленую» энергию, – это рецепт минимизации ущерба, перемещения и затрат, как человеческих, так и капитальных, которые неизбежно возникнут, если мы не примем срочных мер по борьбе с изменением климата.

ДФ: Эта тема охватывает весь спектр двигателей внутреннего сгорания, железнодорожный, морской и воздушный транспорт. Мы рассматриваем транспортный сектор в комплексе. Транспорт абсолютно необходим для развития. Транспорт объединяет рынки. Он перемещает людей по всему миру. Рынок туризма оценивается в 3,3 миллиарда долларов в год. Это огромная сумма. Поэтому переход на «зеленую» энергию и электромобили очень важен в этой конфигурации.
У нас не будет загрязнения атмосферы на том уровне, который существует сейчас, когда «зеленая» энергия избавит нас от углерода. Углерод загрязняет атмосферу и порождает чрезвычайные климатические явления.
Устойчивое развитие принесет пользу всему обществу. Мы говорим не только об устойчивом развитии в течение нашей жизни. Мы говорим об устойчивом развитии, которое будет подпитывать и поддерживать цивилизацию двух, трех, четырех, пяти, шести поколений, живущих после нас.
МФ: Неделя устойчивого развития проходит в месяцы, предшествующие Саммиту будущего. Мы много думаем о будущем, которое вы только что описали. Вы родом из Тринидада и Тобаго.
