Outcry Over Assault at “Crocus City Hall” Rocks UN Human Rights Advocates

«Подобное террористическое насилие разрушает права человека, включая право на жизнь и право на личную безопасность, а также физическую и психическую неприкосновенность», – сказали правозащитники.

С заявлением выступили Спецдокладчик по контртерроризму Бен Сол и Спецдокладчица по правам человека в России Мариана Кацарова.

Ответственность за нападение взяла на себя группировка «Исламское государство Хорасан», включенная в санкционный список Совета Безопасности ООН.

«Мы выражаем наши глубочайшие соболезнования и солидарность жертвам и их семьям, а также народу и правительству Российской Федерации», – заявили Спецдокладчики.

«Мы призываем Россию расследовать эти преступления в соответствии с международным правом и привлечь к ответственности заказчиков и исполнителей, чтобы обеспечить справедливость для жертв», – сказали правозащитники.

Они подчеркнули, что все подозреваемые имеют право на справедливое судебное разбирательство в независимом и беспристрастном суде и на гуманные условия содержания. По данным российских властей, на сегодняшний день в связи с нападением на концертный зал задержаны 11 человек, четверо из них предстали перед Басманным судом Москвы по обвинению в терроризме в воскресенье вечером. Суд постановил держать их под стражей в ожидании суда.

«С некоторыми подозреваемыми, судя по всему, жестоко обращались во время содержания под стражей. Россия должна расследовать все заявления о пытках или жестоком, бесчеловечном и унижающем достоинство обращении и наказании», – заявили эксперты. 

«Пытки ставят под угрозу справедливое судебное разбирательство», – добавили они. 

Эксперты напомнили, что в соответствии с международным правом должно быть проведено расследование относительно того, предприняли ли российские власти – получив предупреждение о неминуемом нападении – шаги, необходимые для его предотвращения.

Эксперты также предложили российским властям поддержку в том, что касается оказания помощи жертвам и проведения расследований и судебного преследования с соблюдением прав человека.

*Спецдокладчики назначаются Советом по правам человека. Они не являются сотрудниками ООН и не зависят от какого-либо правительства или организации. Они работают в личном качестве и не получают зарплату за свою работу.
