Россия наложила вето на проект резолюции по предотвращению гонки ядерных вооружений в космосе
В среду во время голосования в Совете Безопасности ООН Россия наложила вето на предложенный США и Японией проект резолюции по предотвращению гонки ядерных вооружений в космосе. 13 стран поддержали этот документ, Китай – воздержался.
В проекте подчеркивалось, что взрыв ядерного оружия или применение любого другого вида оружия массового уничтожения в космическом пространстве может иметь серьезные последствия для интересов всех государств.
В документе также звучал призыв не разрабатывать ядерное оружие или любые другие виды оружия массового уничтожения, предназначенные для размещения на орбите вокруг Земли, установки на небесных телах или размещения в космическом пространстве каким-либо иным образом, а также активно содействовать достижению цели мирного использования космического пространства и предотвращения гонки вооружений в космическом пространстве.
Согласно проекту резолюции, признавая, что предотвращение гонки вооружений в космическом пространстве устранило бы серьезную угрозу для международного мира и безопасности, Совет Безопасности призывал все государства, осуществляющие деятельность по исследованию и использованию космического пространства, полностью соблюдать при этом международное право, включая Устав ООН.
Поправка Китая и России
Перед голосованием по проекту резолюции Китай и Россия представили поправку к документу. В ней предлагалось добавить в текст пункт, в котором содержался призыв ко всем странам «навсегда предотвратить размещение оружия в космическом пространстве и применение силы или угрозы силой в космическом пространстве».
В поправке также говорилось о необходимости добиваться скорейшего достижения соответствующих юридически обязывающих многосторонних соглашений.
Поправка не была принята, поскольку семь из 15 стран проголосовали против нее и одна страна воздержалась: для принятия поправки требовалось девять голосов в ее поддержку.
