UN Security Council Urges Involving Youth in Addressing Security Issues in the Mediterranean

Инвестиции в молодых людей – это инвестиции в мир. Об этом в среду заявила заместитель Генерального секретаря по политическим вопросам Розмари Дикарло на заседании Совбеза ООН, которое было посвящено роли молодежи в решении проблем безопасности в Средиземноморье.

В странах Южного и Восточного Средиземноморья молодежь составляет 55 процентов населения, отметила она. Кроме того, большинство из тех, кто отправляется в опасное путешествие по Средиземному морю, спасаясь от конфликтов и нищеты, – молодые люди.

Молодежь в военных зонах 

По словам Дикарло, молодые девушки и девочки особенно уязвимы к жестокому обращению и эксплуатации. При этом, по оценкам, более 90 процентов всех смертей в результате боевых действий приходится на молодых мужчин, а каждый четвертый представитель юного поколения в мире живет в условиях вооруженного конфликта или насилия.

Замглавы ООН по политическим вопросам отметила, что в одном из регионов Средиземноморья сейчас разворачивается катастрофа: нападение ХАМАС на Израиль 7 октября и война в Газе разрушили множество молодых жизней. 

Участие молодежи

«Влияние войны и насилия на молодых людей хорошо известно, – подчеркнула Дикарло. – Что до сих пор недостаточно понимают, так это то, что молодежь – с ее энергией, новаторскими идеями и креативностью – может сделать усилия по обеспечению мира более устойчивыми и эффективными». 

Ключевым моментом, по мнению заместителя Генсека, является создание политического пространства для того, чтобы представители нового поколения могли конструктивно участвовать в инициативах в области мира и безопасности.

Дикарло напомнила о резолюции 2250, в которой признается важная роль молодежи в предотвращении конфликтов и миростроительстве. В документе также содержится настоятельный призыв к государствам-членам включать молодых людей в процессы принятия решений на всех уровнях. 

Замглавы ООН отметила, что за последние два года число молодых докладчиков в Совете Безопасности сократилось, и призвала создать в Совбезе больше возможностей для молодежи.
