Украина: зимой гуманитарные организации оказали поддержку более чем 2 млн человек
Весна принесла в Украину тепло, и Ольга, мама троих детей, вспоминает прошедшую зиму с благодарностью – за оказанную ей поддержку.
В прошлом году ее семья была вынуждена покинуть свой родной город на востоке Украины из-за боевых действий. К счастью, Ольга нашла убежище в селе Козиловка Черниговской области благодаря онлайн-объявлению о жилье для вынужденных переселенцев.
Но, вспоминая состояние своего нового дома, Ольга описывает его как удручающее: «В здании какое-то время никто не жил, и оно было в плохом состоянии. В старых деревянных оконных рамах появились трещины, они пропускали внутрь ветер и дождь. Я переживала, что мы не сможем согреть дом в холода».
Ситуация изменилась к лучшему, когда Ольга получила помощь от организации ZOA, которая сотрудничает с Управлением ООН по координации гуманитарных вопросов (УКГВ) и финансируется Украинским гуманитарным фондом.
«Гуманитарные работники установили новые окна и обеспечили нас дровами, – с улыбкой рассказывает Ольга. – Таким образом, мы могли наслаждаться комфортом и безопасностью нашего нового дома зимой».

Зимние холода в Украине обычно начинаются примерно в октябре и длятся до конца марта, усугубляя ситуацию в стране, где, по данным ООН, в помощи нуждаются почти 14,6 миллиона человек.
«Морозные зимние месяцы крайне сложны для выживания людей, не говоря уже о том, что их дома и критически важная гражданская инфраструктура постоянно подвергаются обстрелам», — объясняет Сара Хильдинг дер Ведувен, глава УКГВ в Украине.
Более 110 гуманитарных организаций разработали совместный План реагирования на зимние условия. За полгода с момента создания он помог более чем 2 миллионам украинцев, в том числе – Ольге.
Больше всего поддержки получили районы, расположенные рядом с линией фронта, поскольку их жители испытывают на себе основную тяжесть боевых действий, широкомасштабных разрушений, потери рабочих мест и ограниченного доступа к основным услугам. В частности, помощь была направлена в районы с наибольшим количеством вынужденных переселенцев, например, в Днепровскую, Донецкую и Харьковскую области.
Более 900 тысяч украинцев получили поддержку деньгами и товарами первой необходимости. Предметы для утепления, такие как одеяла и спальные мешки, были предоставлены более чем 400 тысячам человек, а зимняя одежда – 300 тысячам. Кроме того, услуги по поддержке систем центрального теплоснабжения помогли 400 тысячам человек. Жилье, в котором укрывались спасающиеся от войны украинцы, было утеплено и отремонтировано. Гуманитарным организациям, которые поддерживают усилия правительства, уже поступают просьбы о помощи на предстоящую зиму.
«Атаки на энергетическую инфраструктуру ослабили и без того уязвимую энергетическую систему Украины, что может привести к тяжелым последствиям для людей, когда температура упадет ниже -20 градусов по Цельсию в следующем году. Чтобы помочь украинцам пережить следующую суровую зиму, мы должны действовать сейчас», – подчеркнула Хильдинг дер Ведувен.
