Abrupt Call from BAPOR Chief Urges Security Council to Back Agency Amid “Seismic Shifts” in the Middle East

Сегодня идет «коварная кампания» по прекращению деятельности БАПОР, которая будет иметь серьезные последствия для международного мира и безопасности. Об этом, выступая в среду на заседании Совета Безопасности ООН, заявил Генеральный комиссар Агентства ООН по делам палестинских беженцев Филипп Лаззарини.

Демонтаж БАПОР на фоне «сейсмических изменений» на Ближнем Востоке  будет иметь долгосрочные последствия, предупредил глава БАПОР. Такой шаг усугубит гуманитарный кризис в Газе и ускорит наступление голода. 

Мандат БАПОР поддерживается подавляющим большинством государств-членов ООН, напомнил Лаззарини. Тем не менее агентство, по его словам, испытывает огромную нагрузку и сталкивается с кампанией по вытеснению ее с палестинской территории. 

«Просьбы разрешить доставку помощи на север Газы неоднократно отклонялись Израилем, – сказал глава БАПОР. – Нашим сотрудникам запрещено участвовать в координационных встречах между Израилем и гуманитарными организациями. Помещения и персонал БАПОР подвергались нападениям с самого начала войны, в результате чего погибли 178 сотрудников агентства». 

 Лаззарини потребовал независимого расследования и привлечения к ответственности виновных в «вопиющем пренебрежении» статусом гуманитарных работников, операций и объектов, защищенных международным правом. В противном случае, подчеркнул он, это создаст опасный прецедент и поставит под угрозу гуманитарную работу во всем мире.   

«БАПОР было создано 75 лет назад как временное агентство, – продолжил Лаззарини. – Это была временная мера в ожидании политического решения палестинского вопроса. Если международное сообщество действительно возьмет на себя обязательства по политическому урегулированию, БАПОР сможет восстановить свой временный статус, предоставляя услуги образования, первичную медико-санитарную помощь и социальную поддержку всем нуждающимся. Агентство сможет делать это до тех пор, когда палестинская администрация полностью возьмет эти функции на себя». 

В завершение своей речи Филипп Лаззарини призвал членов Совбеза защитить БАПОР, взять на себя обязательства по «подлинному политическому процессу» и отказаться от дегуманизации, которая процветает в существующей политической риторике. 

«Мы должны отказаться от выбора между сочувствием палестинцам или израильтянам, между проявлением сострадания к жителям Газы или израильским заложникам и их семьям, – подчеркнул глава БАПОР. – Вместо этого мы должны признать, что палестинцы и израильтяне разделяют долгий и глубокий опыт горя и утраты. Они в равной степени заслуживают мирного и безопасного будущего».
