“UN General Assembly Head: Excessive Veto Usage Hindering UN’s Crisis Response Capabilities”

Государства-члены ООН обсуждают во вторник вопрос о праве вето и о том, каким образом заседания Генеральной Ассамблеи, проводимые в рамках «инициативы вето», могут наилучшим образом служить целям резолюции 76/262.

Почти два года назад делегаты 76-й сессии Генеральной Ассамблеи ООН приняли данную резолюцию, в соответствии с которой Ассамблея собирается в течение 10 дней после того, как один из постоянных членов Совета Безопасности воспользовался правом вето. Дебаты проводятся для того, чтобы обсудить ситуацию и заслушать объяснения причин применения вето.

Председатель Генассамблеи Деннис Фрэнсис подчеркнул важную роль этого механизма для улучшения прозрачности, подотчетности и сотрудничества между Совбезом и ГА. По его словам, несмотря на их разные мандаты, органы ООН должны работать сообща в целях поддержания глобального мира и безопасности.

Фрэнсис отметил, что со времени прошлогодних дебатов по данному вопросу постоянные члены Совета Безопасности заблокировали принятие восьми резолюций и одной поправки. Он заявил, что неограниченное использование права вето препятствует способности ООН оперативно реагировать на кризисные ситуации в области мира и безопасности по всей планете, в том числе в Газе, Украине, Сирии, Мали и КНДР. «Паралич» в Совете Безопасности и отсутствие консенсуса между его членами подрывают доверие к ООН, добавил Фрэнсис.

Он призвал государства, особенно членов Совета Безопасности, использовать дебаты в Генассамблее для преодоления разногласий и поиска эффективных решений, в частности с более широким участием Ассамблеи. Фрэнсис выразил уверенность в «коллективной мудрости и созидательном потенциале» 193 государств-членов ООН, все из которых представлены в Генеральной Ассамблее, для достижения общих целей в области мира и безопасности.
