15 апреля исполняется ровно год с начала боевых действий между Суданскими вооруженными силами и Силами быстрого реагирования. В Париже сегодня прошла международная конференция по сбору средства для оказания помощи Судану, организованная Францией, Германией и Евросоюзом.
«Это больше, чем конфликт между двумя враждующими сторонами. Это война, которая ведется против суданского народа», – заявил Генеральный секретарь ООН, выступая сегодня перед журналистами в штаб-квартире ООН.
Тысячи мирных суданцев были убиты, десятки тысяч искалечены. 18 миллионов человек голодают. Дома, больницы и школы превратились в руины. Стороны совершают неизбирательные нападения, которые могут быть приравнены к военным преступлениям и преступлениям против человечности, подчеркнул Генсек.

Региональные последствия конфликта
Гутерриш напомнил об опасности распространения конфликта за пределы Судана.

Большинство суданских беженцев сегодня находятся в Чаде, Эфиопии, Южном Судане и Египте.
Эскалация боевых действий в Северном Дарфуре
В минувшие выходные ополченцы, связанные с Силами быстрого реагирования, атаковали и сожгли деревни к западу от города Эль-Фашир в штате Северный Дарфур, что привело к массовому перемещению людей. Сегодня бои продолжились на окраине Эль-Фашира.
«Последние сообщения об эскалации боевых действий в Эль-Фашире – столице Северного Дарфура – являются новым поводом для глубокой тревоги», – заявил Генсек.
«Любое нападение на Эль-Фашир будет иметь разрушительные последствия для гражданского населения и может привести к полномасштабному межобщинному конфликту по всему Дарфуру. Это также подорвет операции по оказанию помощи в регионе, который уже находится на грани голода, поскольку Эль-Фашир всегда был важнейшим гуманитарным центром ООН», – добавил он.
Гутерриш потребовал, чтобы все стороны способствовали безопасному, быстрому и беспрепятственному прохождению гуманитарного персонала и грузов по всем доступным маршрутам в Эль-Фашир.

«Сегодня правительства Франции, Германии и Европейского Союза провели Международную гуманитарную конференцию для Судана и его соседей. Суданский народ отчаянно нуждается в поддержке и щедрости мирового сообщества», – сказал глава ООН.
На сегодняшний день план гуманитарного реагирования для Судана стоимостью 2,7 миллиарда долларов был профинансирован лишь на 6 процентов, а региональный план реагирования на кризис беженцев из Судана – всего на 7 процентов.
«В то же время, как отражено в обязательствах, принятых в Джидде, все стороны должны обеспечить полный гуманитарный доступ – через границы и линии фронта – чтобы жизненно важная помощь могла быть доставлена туда, где она больше всего нужна», – заявил Гутерриш.
Политическое решение – единственный выход
«Но суданскому народу нужно нечто большее, чем просто гуманитарная поддержка, – продолжил глава ООН. – Ему нужен мир».
Единственный выход из сложившейся ситуации, подчеркнул глава ООН, это политическое решение.
«В этот критический момент, помимо глобальных усилий по обеспечению гуманитарной помощи, нам нужны согласованные глобальные усилия по прекращению огня в Судане, за которым последует всеобъемлющий мирный процесс», – заявил Гутерриш.
