UNICEF Reports Over 1.4 Billion Kids Worldwide Missing Out on Basic Social Safety Nets – It’s a Real Shame!

Важнейшая форма социальной защиты – детские пособия в форме наличных денег или налоговых льгот – помогают сократить масштабы бедности, а также улучшить доступ к здравоохранению, питанию, качественному образованию, воде и санитарии. 

Неравномерный прогресс

По оценкам экспертов, в минувшие 14 лет в мире наблюдался умеренный рост уровня доступа к детским пособиям – с 20 процентов в 2009 до 28,1 процента в 2023 году. Однако прогресс был неравномерным: в странах с низким уровнем дохода в среднем пособия получают родители или опекуны лишь 9-ти процентов детей, в то время как в богатых странах этот показатель составляет 84,6 процента. 

В странах Восточной Европы и Центральной Азии за 14-летний период данный показатель увеличился с 59,0 до 61,4 процента.

Активизация усилий

В целях активизации усилий по мониторингу доступа и сокращению неравенства Save the Children, МОТ и ЮНИСЕФ разработали Глобальную систему отслеживания детских пособий.

Они настоятельно призывают правительства и доноров к решительным шагам для того, чтобы все дети могли получать социальную защиту. В частности, рекомендуется:

  • Создавать системы защиты, которые основаны на правах человека, а также учитывают гендерные и другие аспекты инклюзивности;
  • Устранить дефицит финансирования;
  • Предоставлять широкий спектр детских пособий, а также обеспечивать доступ семей к важнейшим медицинским и социальным услугам, таким как услуги по уходу за детьми.
  • Обеспечить устойчивое финансирование систем социальной защиты путем мобилизации внутренних ресурсов и увеличения государственных инвестиций.
  • Расширить социальную защиту для родителей и лиц, осуществляющих уход за детьми, например, улучшить их доступ к достойной работе и пособиям.
