«Женщины и девочки продолжают непропорционально страдать от опустошающего страну кризиса, – заявили эксперты. – Неравенство и дискриминация по половому признаку еще более усугубляют нынешнюю ситуацию».
Вспышка насилия на Гаити привела к потере средств к существованию и дефициту продовольствия, широкомасштабному перемещению населения, разрушению систем образования и медицинского обслуживания, говорится в заявлении экспертов. Доступ к правосудию крайне ограничен из-за страха перед репрессиями и отсутствия экономических возможностей.
Эксперты выразили серьезную обеспокоенность в связи с тем, что преступные группировки продолжают использовать сексуальное насилие в отношении женщин и девочек в качестве основной тактики для нагнетания страха, вымогательства денег и устрашения местных общин.
Женщины и девочки, которые покинули свои дома и живут в небезопасных местах и неадекватных условиях, особенно беззащитны перед сексуальным насилием, заявили эксперты, предупредив о растущем числе случаев торговли женщинами и девочками в целях сексуальной эксплуатации и сексуального рабства.
Эксперты выразили тревогу по поводу продолжающейся неспособности властей защитить права женщин и девочек в ходе нынешнего кризиса. «Никто не должен быть вынужден выбирать между своей безопасностью и возможностью обеспечивать себя и свои семьи, посещать школу, получать медицинское обслуживание и основные услуги, включая сексуальные и репродуктивные», – заявили они.
«Гаити должна вернуться к демократическому конституционному правлению, основанному на принципах уважения прав человека, прозрачности и подотчетности, – говорится в заявлении. – Мы призываем власти принять все меры для обеспечения полного и равного участия женщин в процессе миростроительства в соответствии с резолюцией 1325 Совета Безопасности».
Независимые эксперты ООН работают на добровольной основе. Их назначает Совет ООН по правам человека, они не являются сотрудниками Организации и не получают зарплату за свою работу.
